BACKGROUND: In previous years, medical coverage has been provided to the Speedway through an agreement with Orange County Rescue Squad. The level of coverage has always been approved by the Emergency Management Department as part of the annual safety review by the County, of the Speedway. Orange County Rescue Squad is no longer able to provide this coverage due to a shortage in adequately trained personnel. Last year, Orange County Rescue Squad drew on the membership of South Orange Rescue Squad to maintain the appropriate coverage. The personnel at Orange County Rescue Squad has continually declined to the point that arrangements with South Orange Rescue Squad would not be feasible. The Department of Emergency Management strongly reels that adequate and appropriate medical coverage be provided for the citizens and visitors attending events at the Speedway. Staff have met with racetrack officials to work out operational and fiscal issues concerning the contract, and have reached a satisfactory agreement RECOWVIENDATIONS: The Manager recommends that the Board approve the contract and authorize the Chair to sign, subject to review by the County Attorney.
