3/21/96 <br /> Agenda Item 2 <br /> POSSIBLE TIMETABLE FOR MAJOR ASPECTS OF SCHOOL CAPITAL ISSUES <br /> SCHOOL CAPITAL NEEDS ASSESSMENT <br /> * April 16 - Both school systems make presentations, at a regular <br /> Commissioners ' meeting, on updated school capital needs as part of a <br /> public dialogue on the need for, and timing of, the construction of new <br /> schools or new school space. <br /> * June 28 - Board of Commissioners approves the School CIP based on <br /> feedback from public dialogue, including need for, timing of, and cost <br /> of new school facilities . <br /> * Open Questions - Does the Board want to do anything more formal, <br /> with regard to needs assessment (such as appointing a committee to <br /> independently assess need and timing) , or will the April 16 public <br /> dialogue satisfy the requirement for needs assessment? If the County <br /> does elect to take further steps and use a committee, how would we <br /> identify and select suitable committee members? How would we balance <br /> the committee between advocates, skeptics, and those with no firm <br /> opinion about new school capital issues? If input from such a group is <br /> to be included in decision by the Board of Commissioners on long-term <br /> financing options, their work would have to be conducted in the July- <br /> August timeframe. <br /> SCHOOL CONSTRUCTION STANDARDS <br /> * Mid-April - All three elected boards provide feedback to School <br /> Construction Standards Work Group concerning preliminary <br /> recommendations on standards . <br /> * Mid-May - At regular meeting on May 14, and at bimonthly work <br /> session on May 16, Board of Commissioners, with participation from <br /> Boards of Education, conducts a public dialogue on school construction <br /> standards, and considers adoption of standards . <br /> * Late May-June - Board of Commissioners receives updated impact fee <br /> technical report at May quarterly public hearing and decides what <br /> changes, if any, to make in current impact fee schedule . <br />
