43 <br /> developers will incur additional cost to adhere to <br /> the standards. <br /> Collins stated that there will be some additional <br /> cost to the applicant in terms of preparing two <br /> concept plans. The provisions have been drafted in <br /> an attempt to keep these costs to a minimum. Staff <br /> will also work with applicants in providing site <br /> information and developing concept plans in an <br /> effort to eliminate and/or reduce plan revisions. No <br /> additional staff will be needed, however, some <br /> reorganization within the Planning Department may be <br /> necessary to provide "hands-on" assistance to <br /> applicants. There will be additional cost for GIS <br /> hardware through which to develop/maintain a <br /> resource database to benefit staff, landowners, and <br /> developers. This has been addressed through the <br /> Capital Improvement Program and would involve a one- <br /> time expense. Waddell clarified that the increase <br /> to developers would be an on-going expense. Collins <br /> agreed, but, indicated that the Staff will be <br /> working with the developer to keep that cost as low <br /> as possible. <br /> Rosemond noted that the Planning Board had discussed <br /> an up-front educational program on flexible <br /> development and a tracking/monitoring program over <br /> the next 2-5 years and asked if that was built into <br /> the provisions. Collins responded that a tentative <br /> schedule had been prepared (an attachment to these <br /> minutes on pages ) which includes educational <br /> workshops. In regard to tracking and monitoring, <br /> everyone will be involved in that process. <br /> Price expressed concern with the impacts on GIS. <br /> Collins responded that the only impact of flexible <br /> development on GIS is time. The cost of equipment <br /> will simply occur sooner than later. Price also <br /> asked about Planning Board time involved in <br /> reviewing flexible development projects. Collins <br /> responded that he did not feel it would take any <br /> more time than it already does for subdivision <br /> applications. <br /> Jobsis asked for Collins' response to Mr. Yuhasz's <br /> comment of an increase of 75% in plan preparation. <br /> Collins responded that Mr. Yuhasz is very concise in <br /> his concept plans. Collins indicated that he felt in <br /> a large development, the cost could be much less. <br /> This would be the area where GIS could provide <br /> savings to landowners and developers. <br /> Katz asked if the yield plan is a conventional <br /> subdivision plan.
