The Agricultural District Advisory Board supports the proposal because it is <br /> voluntary. We encourage Primary and Secondary Resource delineation by <br /> Orange County to enable landowners to better meet IRS criteria for conservation <br /> easement tax benefits. <br /> 2. Careful consideration and encouragement should be given to the landowner <br /> who puts property into a conservation easement and to the developer who <br /> develops the remaining land so that open space credit is given for the original <br /> conservation easement. <br /> 3. Minor subdivisions should have the option to submit an open space plan. <br /> Planning staff may assist such landowners in recognizing primary and secondary <br /> resources on subdivided portions in relation to remaining property. <br /> 4. Off site septic systems assist in better lot design and use of better soils. <br /> 5. The use of Flexible Development should be carefully monitored to account for <br /> what works, and what doesn't work should be revised. <br /> 6. With many fearful of change and many others fearful of the status quo, it might <br /> be constructive to make an effort toward voluntary flexible options from which <br /> we can all learn and in the future, perfect. <br />
