Moreover,the ability
to schedule evening work reduces the need to pay overtime to accomplish
this task.
It should be noted updating this section of the Personnel Ordinance also
provides for a change in the length of the meal period from the current
required one hour meal period to a minimum of a 30 minute meal period.
This enables departments to provide greater coverage during the
traditional lunch hour which is often the peak time for citizens visiting the
County office to conduct business.
The draft Personnel Ordinance revision extends the department head's
flexibility to set varying work schedules for employees to meet the work
needs so long as these schedules meet the conditions set out in the draft
Ordinance revision, which among other things maintains compliance with
the Federal Fair Labor Standards Act. Among others, these conditions
include:
► Maintaining the staffing needs for the department's full operation
during the County business hours of 8:00 a.m. until 5:00 p.m., Monday
through Friday.
► Providing for a regular schedule of 40 hours per week for each full time
employee.
► Including at least a 30 minute meal period during which the employee
is free from duty.
► Providing for adequate supervision and security of employees during
all times employees are scheduled to work.
The specific changes to Article III, Section 1.0 of the Personnel Ordinance
are noted in bold on the attachment.
RECOMMENDATION: The Manager recommends the Board adopt the proposed Personnel
Ordinance revision to Article III, Section 1.0, The Work Week effective
April 1, 1996.
f\pers\ordinance\ABSTWKWE.WPD
