A full report
to the Board of Commissioners was presented on March 8, 1995, in Efland. The report addressed
the outcomes achieved, the degree of community involvement and the interagency collaboration.
Since the project began, the project has been governed by a coalition representing UNC-CH,
OCHD, the Joint Orange-Chatham Community Action Agency(JOCCA), Piedmont Health
Services, the Cooperative Extension Service and three grass-roots community based
organizations, namely, the Efland Development Association, the Cheeks Homeowners
Association and the Low Income Policy Advisory Council of JOCCA. The OCHD is the fiscal
agent for the coalition. The coalition has been staffed by a full-time project coordinator and a
half-time office assistant supplemented by a teen coordinator.
