For Assembly of Governments Meeting February 29: 1996 <br /> Update on. Comprehensive Solid Waste Management Plan <br /> Mork to date: <br /> In the late 19801s, the governments of Orange County began a <br /> cooperative long term planning effort with Durham County. In <br /> 1991/1992 the joint effort was discontinued due differing interests <br /> in various volume reduction technologies. <br /> Work on the comprehensive solid waste management plan began in <br /> August 1994, after several months of planning and selecting a <br /> consultant. The final working paper is now being prepared by the <br /> consultant WESTON. The final report is expected in April, 1996 and <br /> will be presented as it is available. The final report will <br /> consist of a synthesis of previous work, an implementation guidance <br /> document and a formal presentation of an analysis of a, complete <br /> system of solid waste prevention, collection and processing <br /> methods. Following that presentation, WESTON will revise the final <br /> report based on feedback from the public and the Landfill Owners <br /> Group. <br /> The integrated system evaluated for county-wide implementation was <br /> finalized by the Landfill Owners Group in December, 1995 . It should <br /> be emphasized that this system should not be construed in any way <br /> as being the final system or a commitment to a final system. It is <br /> a system we have asked our consultant to analyze. This system <br /> includes: <br /> WASTE PREVENTION COLLECTION PROCESSING <br /> -Differential Landfill Universal At-the-Source -Commingled Materials <br /> Fees for properly sorted Collection: All Recovery Facility <br /> material v.mixed residences and (MRF) . Mixed <br /> loads. businesses get weekly recyclables are <br /> -Collection Bans recycling and waste separated and processed <br /> -Variable Rates based on collections. at a central facility <br /> weight or volume -- Separate trucks . instead of at curb. <br /> -Public Education -- No sanitation <br /> -Non-Economic Incentives sites or drop off -Centralized Organics <br /> recycling. Composting of <br /> Waste prevention means separated materials <br /> actions that are taken -- Two special waste like wood waste and <br /> before recycling or sites for motor oil, low-grade paper.
