y
Assembly of Governments. The conclusions drawn forth involve three specific actions and
they are:
• Standardize recreation sections of land use ordinance across jurisdictions.
• Employ joint siting, designing, and management of school and parks sites across
jurisdictions.
• Use public/private partnerships across jurisdictions.
The major bulk of the context of this report provides documentation of the Recreation and
Park Work Group's deliberations. The last section provides specific recommendations on the
tasks assigned. Recommendations to be considered at this juncture include the following:
• Set standards based on ranking with other Triangle Area counties. Determine
type of park and recreation facilities to be surveyed. Develop mechanism for
annual review of park and facilities standards by all jurisdictions.
• Although the three jurisdictions use different formulae to define their recreation
and park requirements within their Land Use Ordinances, the philosophy and
intent of all are the same. It is recommended that the three Planning Departments
consider developing a most preferred set of recreation requirements that could be
included in all three jurisdictions' Land Use Ordinances.
• It is recommended that all new school sites be planned to include park
facilities and that existing school sites be improved with recreation and park
amenities where it is mutually beneficial to the school system and
governmental Jurisdiction(s) to do so.
• Standardize all documents used by the three jurisdictions when contracting with
private recreation providers. (Personnel,Facilities,Program Management)
• That Orange County publish and update annually the listing of private recreation
vendors and facilities on the new information referral network currently being
developed in Orange County. Also, include models of existing, successful
public/private partnerships, i.e. Triangle Sportsplex, Chapel Hill Senior Center,
etc.
• Establish a bi-annual meeting or forum for private and public recreation providers
for information sharing and establishing new public/private initiatives.
In addition, the Recreation and Park Work Group felt that it was important to add to the
recommendation section a "Future Directions/Trends" listing that is inclusive of ideas
Page 2
