unless the Board of Commissioners approves a payment-in-lieu. This standard is <br /> equivalent to 10.50 acres of land per 1,000 population. Under the proposed <br /> change, 1/57th of an acre (764 sq.ft.) must be provided for each lot. The new <br /> standard is equivalent to 7.5 acres per 1,000 population and is based on the <br /> amount of land needed to provide a system of community and district parks in <br /> the county. <br /> RECOMMENDATION: Section VII-D-3 of the Subdivision Regulations requires that proposed <br /> amendments to the Subdivision Regulations be presented at a joint public <br /> hearing involving the Planning Board and Board of Commissioners. It is at <br /> that time that the Planning Department's recommendation is presented. <br /> No decision is made on the proposed amendments by either the Planning <br /> Board or Board of Commissioners at the public hearing. Instead, the Board <br /> has 75 days within which to prepare and submit a recommendation to the <br /> Board of Commissioners. Failure of the Planning Board to submit a <br /> recommendation within the required time shall be considered a favorable <br /> recommendation. <br /> Planning Staff Recommendation <br /> Provided that the Planning Board and Board of Commissioners find in the <br /> affirmative, the Planning Staff recommends that the payment-in-lieu be set <br /> no higher than 5455 per dwelling lot and that the land dedication required <br /> be set no lower than 115 7th of an acre. <br /> Administration Recommendation <br /> The Administration recommends that the proposed amendments be <br /> referred to the Planning Board and Recreation and Parks Advisory <br /> Council for recommendations to be returned to the Board of County <br /> Commissioners no sooner than April 1, 1996 <br />
