In Orange County's jurisdiction, most new
development (other than building on individual lots) occurs in the form of major or minor
subdivisions. Minor subdivisions consist of land divisions of five lots or less, and, between 1986
and the end of FY 1994-95, 427 such divisions were approved involving 931 lots. In contrast,
only 59 major subdivisions were approved. However, only slightly fewer lots were created - 782.
For minor subdivisions, each division consisted of two lots with an average lot size of 3.5 acres.
Major subdivisions consisted of 13 lots per division with an average lot size of 2.0 acres.
