In Orange County's jurisdiction, most new <br /> development (other than building on individual lots) occurs in the form of major or minor <br /> subdivisions. Minor subdivisions consist of land divisions of five lots or less, and, between 1986 <br /> and the end of FY 1994-95, 427 such divisions were approved involving 931 lots. In contrast, <br /> only 59 major subdivisions were approved. However, only slightly fewer lots were created - 782. <br /> For minor subdivisions, each division consisted of two lots with an average lot size of 3.5 acres. <br /> Major subdivisions consisted of 13 lots per division with an average lot size of 2.0 acres. <br />
