• affords potential for reprocessing material buried in landfill at <br /> this site <br /> • minimizes additional acreage required by using a portion of the <br /> existing landfill property. <br /> NOW, THEREFORE, BE IT RESOLVED THAT THE ORANGE COUNTY BOARD. OF <br /> COMMISSIONERS DOES HEREBY <br /> 1) authorize acquisition of those strictly necessary properties within <br /> the area designated by Joyce Engineering as the site OC-17 for <br /> expansion of the current landfill operations, consistent with the <br /> reduced acreage commitment; <br /> 2) authorize the creation of a negotiating team by the Chapel Hill Town <br /> Manager, in consultation with the Managers of Orange County, Carrboro, <br /> and Hillsborough, to initiate negotiations and to solicit Offers to <br /> Sell from property owners (including authorization to provide earnest <br /> money from the Land Reserve Fund) . This team will include a neutral <br /> professional facilitator approved by the Landfill Owners ' Group; <br /> 3) request that the negotiating team meet with the selected site ' s <br /> property owners in facilitated meetings to discuss process of <br /> acquisition, specific owner concerns, the local government ' intention <br /> of being as flexible as possible in making site design and construction <br /> address the concerns of landowners; and <br /> 4) using the attached "Toward A Sustainable Community - Landfill <br /> Operations" as a guideline in proceeding with site acquisition and <br /> development . <br /> This, the 5th day of February, 1996 . <br />
