The moratorium would be in effect until such time <br /> as Orange County has adopted the amendments to Carrboro's Land <br /> Use Ordinance and Map implementing the Small Area Plan, or <br /> December 1, 1996, whichever occurs first. <br /> Since the moratorium provision is proposed as an amendment to <br /> Carrboro's Land Use Ordinance, it is subject to the provisions of <br /> Section 2.6, Subsection C, of the Joint Planning Agreement, which <br /> reads as follows: <br />
