31 <br /> VOTE: 10 in favor. <br /> 1 opposed - Brown. <br /> (Brown left the meeting at 10:35 p.m. ) <br /> There was concern from the audience regarding the <br /> issue of Flexible Development on this agenda. <br /> Waddell responded that he would ask that Flexible <br /> Development be the first item on the Long Range <br /> Planning Board agenda for January 9, 1996 and the <br /> second item on that agenda will be the Zoning <br /> Ordinance Text Amendment for Article 6. 16 - Home <br /> Occupations. <br /> Jay Zaragoza, spoke in support of Reba and Roses <br /> noting that he felt it outrageous that Ms. <br /> Baldwin would be expected to cost share for the <br /> moving and paving of Baldwin Road. He recommended <br /> that, if she did share in the cost of paving, she <br /> also share in the profits from the subdivision. <br /> He noted that the paving of the road would <br /> enhance the value of the subdivision by at least <br /> a quarter million dollars and emphasized again <br /> that such a requirement of Ms. Baldwin would be <br /> outrageous. <br /> Sandy Ray, expressed support for Reba and Roses. <br /> She noted that she had contacted NCDOT and had <br /> spoken with Mr. Mike Mills. She was informed that <br /> Baldwin Road was #92 on their list for paving. <br /> She continued that she was told they will only <br /> pave through #32 in 1996 and they will review and <br /> reprioritize the list in December of 1996 and <br /> January of 1997 . It is possible that Baldwin <br /> Road could be moved up on the list. Also, <br /> because there is a historical structure so near <br /> the road, an Environmental Impact Study and a <br /> Historical Impact Study will be required before <br /> NCDOT does anything. There also are no plans to <br /> realign Lawrence and Baldwin Roads and if the <br /> request was presented to them, they would study <br /> it. <br /> Ms. Ray continued expressing support for Ms. <br /> Baldwin and the efforts she has made to have Reba <br /> and Roses the asset to the community that it is. <br /> Price asked if Staff felt there would be much <br /> impact on the maintenance of Baldwin Road and St. <br /> Mary's with the approval of the Special Use <br /> Permit. Willis responded that the traffic that <br /> would be generated is no different than the <br /> traffic that currently exists. She felt that the <br /> moving and paving of Baldwin Road was not <br /> germane to the issue of the Special Use Permit. <br />
