The Board <br /> of Commissioners reviews proposals to be considered at public hearing for consistency <br /> with general County policy and presentation format. <br /> A summary of each item proposed for public hearing is provided below. The proposed <br /> legal advertisement, the text of proposed ordinance amendments, and other background <br /> information are also provided. <br /> PUBLIC SCHOOL IMPACT FEES <br /> • Educational Facilities Impact Fee Ordinance <br /> Two minor amendments are proposed: (1) to allow public school impact fees to be <br /> used to convert existing buildings into new public school space where the <br /> improvement is related to new residential growth; and(2)to clarify that dedication <br /> of a public school site may qualify the landowner. not the developer, for a credit <br /> against payment of public school impact fees. <br /> COMPREHENSIVE PLAN AMENDMENTS <br /> • Historic Preservation Element of the Comprehensive Plan <br /> The Historic Preservation Element of the Orange County Comprehensive Plan will <br /> function both as a component of the Comprehensive Plan and as a stand-alone <br /> document intended to guide the County's historic preservation activities. The <br /> Preservation Element provides an outline of goals, objectives, and action strategies <br /> that will serve as a program of work for the Orange County Historic Preservation <br /> Commission. A report on the Historic Preservation Element was presented to the <br /> Board at its January 16 meeting. Copies of the study were presented to the Board at <br /> that time. <br />
