• Eliminates need to relocate waste processing facilities aft 3 <br /> er <br /> closure of current cells <br /> • Affords. potential for -reprocessing material buried in landfill <br /> at this site <br /> • Minimizes additional acreage •required by using a portion 'of <br /> the existing landfill pioperty.- <br /> NOW, TFMRFFORE, BE IT RESOLVED by the Landfill Owners Group that <br /> the- Landfill Owners•Group recommends to the governing boards that <br /> they approve a resolution, <br /> 1) authorizing acquisition of those strictly necessary properties <br /> within the area designated by Joyce Zzgineering as the site <br /> OC-17 for expansion of the current landfill operations; <br /> consistent with -the -reduced acreage commitment; <br /> 2} authorizing the creation of a negotiating team by the Chapel <br /> Bill Town Manager, in consultation with the Managers of Orange <br /> County, Carrboro, and Hillsborough, to initiate negotiations <br /> and to solicit Offers to Sell from property owners (including <br /> authorization to provide earnest money from the Land Reserve <br /> Fund) . This team will include a neutral professional <br /> facilitator approved by the Landfill owners Group; <br /> 3) requesting that the negotiating teats meet with the selected <br /> site' s property owners in facilitated "meetings to discuss <br /> process of acquisition, specific owner concerns, the local <br /> governments, intention of being as .flexible as possible* in, <br /> making site design and construction address the concerns of <br /> 1 andowners; and <br /> A) rasing the attached "Toward A Sustainable -Community - Landfill <br /> Operations" as a guideline in proceeding with site acquisition <br /> and development. , <br /> This. the 10th day of January, 1996. <br />
