Y
Y
Executive Summary
Introduction
The School Facility Construction Standards Work Group is an eight member work group which
includes two representatives from the Board of County Commissioners, two representatives from
each of the two School Boards, and two parent representatives. The members of the group are:
Orange County Board of Commissioners Moses Carey
Stephen Halkiotis
Chapel Hill/Carrboro City School Board Mary Bushnell
Nick Didow
Orange County School Board- Susan Dovenbarger
Larry Haverland
Parent Representatives Bill Boyarsky
Dick Snow
The workgroup began work in May 1995 to develop basic standards for new school construction
for both school districts. In October the group held a workshop which served to educate the
workgroup members and the general public on such issues as education program requirements,
state facility standards, facilities management cost, and effective school design.
As part of the process for developing Facility Standards, the Workgroup is looking for input
from citizens. A public hearing is to be held on Thursday, January 25 at 7:00 p.m. at the new
Stanback Middle School, located on Highway 86 (approximately one mile north of the
intersection of New Hope Road and Highway 86).
Report Summary
The Workgroup has developed draft standards for comment for elementary and middle schools.
The draft standards include a four level approach to facility size:
• The Basic School - which is modeled after the guidelines as established by the North
Carolina Department of Public Instruction. The major distinction between the state
guidelines and the school design as outlined in the Basic School plan is that
classrooms sizes are larger than required by the State. This increase in classroom size
is primarily attributable to the introduction of technology into the classroom. The
square footage and capacity for the Basic School is as follows:
Elementary School Capacity 600 students 81,463 square feet
Middle School Capacity 700 students 110,673 square feet
Page 1
