The Commission is charged to identify needs, <br /> develop criteria for ranking identified needs, examine the respective <br /> roles of the State and counties in meeting those needs, and developing <br /> a long-term plan for funding identified needs in an equitable and <br /> adequate manner. The Commission is to report to the General Assembly <br /> by April 15, 1996 . <br /> Each local school board is required to submit a survey of its ten year <br /> capital needs to the board of county commissioners for approval or <br /> disapproval . If a board disapproves the list, it must submit its own <br /> list along with the one prepared by the board of education. <br /> The Orange County Schools and Chapel Hill-Carrboro City Schools have <br /> completed their surveys, which are included under separate cover as <br /> attachments to this abstract . County staff have not had the <br /> opportunity to fully analyze and critique the lists of capital needs <br /> expressed .by the two school systems . That level of review will occur <br /> in the coming weeks as the Mana'ger' s Recommended Capital Improvement <br /> Plan for 1996-2006 is developed for consideration by the Board of <br /> Commissioners this Spring. It is important to note that the costs of <br /> new facilities cited in the surveys were derived from calculations made <br /> by the Department of Public Instruction using cost parameters applied <br /> statewide, and do not reflect locally generated cost estimates . <br />
