Phase II, the completion of a historic resources inventory within the unincorporated <br /> portions of the remaining six townships, was partially funded by 1992 survey and planning grant of <br /> $17,000. Phase III was the archeological survey of the unincorporated portions of Orange County. This <br /> work was partially funded by a 1993 survey and planning grant of $15,000 and was completed in <br /> September 1994. Phase IV of Orange County's historic preservation program was the preparation of the <br /> Historic Preservation Element of the Comprehensive Plan. This project began in January, 1995,and was <br /> partially funded by a 1994 grant of$10,315. Final revisions to the draft plan were completed in December, <br /> 1995. Review and adoption by the Orange County Historic Preservation Commission,Planning Board,and <br /> Board of Commissioners are anticipated during the first quarter of 1996. A 1995 survey and planning <br /> grant of$5,000 is being utilized to complete the Phase II inventory and complete an architectural inventory <br /> manuscript. A contract with Mattson, Alexander and Associates of Charlotte, North Carolina has been <br /> approved, with project work expected to begin in January, 1996. <br /> The Historic Preservation Commission is charged with upholding the Orange County Historic Preservation <br /> Ordinance adopted by the Board of County Commissioners. With the completion of its comprehensive <br /> resource inventories as well as the Historic Preservation Element, the County is embarking upon Phase <br /> V of its historic preservation program. To fulfill its role as a Certified Local Government, the County will <br /> begin the designation of local historic landmarks and districts,and prepare National Register nominations <br /> for eligible sites. The Historic Preservation Commission has identified the Cedar Grove area as its top <br /> priority for preservation efforts, including National Register and local district designation. During public <br /> meetings that were held to gather citizen input on the Preservation Plan goals and objectives, County <br /> residents indicated that Cedar Grove represents one of the County's most treasured historic resources <br /> because of its rural character and sense of place. Placing the Cedar Grove Rural Historic District on the <br /> National Register of Historic Places is consistent with the County's preservation goals, and will further <br /> educate and enlighten the public of the significance of Orange County's historic resources. <br />
