Comprehensive Plan Amendments <br /> ( 1) CP-2-95 Charles W. and James L. Davis <br /> (Rural Residential to 20-Year Transition) <br /> Presentation by David Stancil. <br /> A proposal to expand an existing Twenty-Year <br /> Transition Area has been received from Mr. <br /> Charles W. Davis and Mr. James L. Davis for part <br /> of a parcel in their ownership lying between NC <br /> 86 and Old Chapel Hill-Hillsborough Road (Old 86) <br /> south of the Town of Hillsborough. <br /> The area proposed for re-designation is a 50-acre <br /> portion of a 108-acre parcel on the southeast <br /> side of Cates Creek in Hillsborough Township. The <br /> 50-acre portion is currently designated Rural <br /> Residential, while the remainder of the parcel is <br /> already designated Twenty-Year Transition. The <br /> property is undeveloped and is adjacent to the <br /> I-40/Old 86 Economic Development District. <br /> The designation of Twenty-Year Transition is <br /> applied to land in transition from rural to urban <br /> uses which has or will have access to public <br /> water and sewer service. The proposed designation <br /> of Twenty-Year Transition would allow potential <br /> rezoning of the property to higher-density <br /> residential uses in the future. The property is <br /> currently zoned R-1, which permits residential <br /> uses with a minimum lot size of 0.92 acres. <br /> This was presented at the November 27, 1995 <br /> public hearing. One person spoke, asking about <br /> future buffering requirements and next steps in <br /> the development process. <br /> The Planning Staff recommends approval of the <br /> proposed amendment as indicated in the November <br /> 27 staff analysis (an attachment to these minutes <br /> on pages ) . <br /> Jay Zaragoza, representing Mr. and Mrs. Davis, <br /> noted that they were pleased with the Planning <br />
