The employees of these agencies who drive the vehicles are <br /> subject to drug and alcohol testing under the Federal Department of <br /> Transportation's Drug and Alcohol Testing regulations and must be in compliance <br /> with these regulations to operate the OPT vehicles. <br /> These three agencies each have a small number of employees covered by the <br /> federal drug and alcohol testing requirements. Cedar Grove Day Care has five <br /> covered employees; Cedar Grove Head Start has one employee and OPC Mental <br /> Health has five covered employees. Orange County's agreement with Triangle J <br /> provides for participation in a Safety Services Consortium with other local <br /> governments who are also subject to the federal drug and alcohol testing <br /> regulations. The per-test cost for drug and alcohol testing is considerably lower <br /> through Orange County's agreement with Triangle J than most agencies could <br /> negotiate on their own. <br />
