COMMUNITY CENTER: <br />On April 9, 2013 the Board of County Commissioners was presented the schematic <br />design of the Rogers Road Community Center and authorized the manager to award <br />the bid for construction in an amount not to exceed $650,000. The project was bid in <br />August, 2013. The Town of Chapel Hill has expedited the site plan review, permitting <br />and other associated processes for the project as well as waived all associated Town <br />fees related to those processes, normally estimated to be $25,000. <br />A Lease Agreement (Appendix E) between the County and Habitat for Humanity to <br />lease two lots in the Phoenix Place Subdivision for an initial term of 20 years has been <br />approved. Appendix F, an Operating Agreement between Orange County and the <br />Rogers Eubanks Neighborhood Association (RENA) has been drafted and is scheduled <br />to be presented to the Board on September 17, 2013. The agreement contracts with <br />RENA to provide programs and activities that take place at the Community Center, and <br />that all such programs and activities shall be open to the general public. <br />The County Attorney will be drafting a Memorandum of Understanding between the <br />County and Towns to outline a capital contribution from the Towns for the construction <br />of the Rogers Road Community Center not to exceed $650,000. The MOU will also <br />provide that the County will be ultimately responsible for the cost of operating and <br />maintaining the Community Center and that the financial participation by Carrboro and <br />Chapel Hill will be limited to the capital contributions identified below. <br />Costs sharing percentages are the same as identified in the 1972 Landfill Agreement, <br />43% for Orange County, 43% for the Town of Chapel Hill, and 14% for the Town of <br />Carrboro. The County will construct the Community Center and reimbursement from the <br />Towns could begin in Fiscal 2013/2014. <br />Budget for the Community Center: <br />$650,000 <br />Shared Costs: <br />Orange County 43% $279,500 <br />Town of Chapel Hill 43% $279,500 <br />Town of Carrboro 14% $ 91,000 <br />17 <br />23 <br />
