Ranked <br />This project would likely exceed $1,000,000, and as such, would be submitted as a highway <br />Modernization Project <br />19/149 for all Subregional <br />Submit to DCHC MPO for SPOT 3.0 scoring and <br />Eubanks Road bike <br />project. Projects will likely exceed $1,000,000. These projects are scored using the <br />highway scoring methodology, however, they are not likely to score well against the State's highway scoring criteria. <br />Bike /ped and transit projects will be considered new projects for SPOT 3.0 scoring. Previous bike /ped and transit projects submitted for scoring will not automatically be scored for SPOT 3.0. Transit projects in this priority list are meant to <br />function as a guide for Orange County's assignment of local input points. These transit projects would ultimately need to be submitted by the transit agency responsible for making the respective capital improvements. <br />'Pedestrian projects require a 20% local match and must be locally administered. Right -of -way acquisition is also not a permissible cost to be funded by NCDOT for these projects. <br />NOTES: <br />1) The 1 -85 and 1 -40 widening projects are already scheduled for reprioritization at the Statewide tier, and staff is suggesting that they be added to the priority list to provide a guide for <br />staff and elected officials to determine to which Orange County projects they should assign local input points in the event that these projects are not funded at the statewide tier and <br />become eligible at the regional or divisional funding tiers. <br />2) One project was removed from the priority list submitted in 2011: Old INC 86 bikeway improvements from Hillsborough Road in Carrboro to 1 -40. All other projects submitted in 2011 <br />are included; however, the staff - suggested order of prioritization for those projects has changed. <br />
