ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: October 15, 2013 <br />Action Agenda <br />Item No. 7 -a <br />SUBJECT: Infrastructure Design and Construction Administration Contract for Morinaga <br />Site <br />DEPARTMENT: Planning, Economic Development PUBLIC HEARING: (Y /N) No <br />ATTACHMENT(S): <br />1) Map Showing Proposed Morinaga <br />Site <br />2) McGill Associates Contract with <br />Scope of Services Exhibits A, B, C <br />1 <br />INFORMATION CONTACT: <br />Craig Benedict, Planning <br />(919) 245 -2592 <br />John Roberts, County Attorney <br />(919) 245 -2318 <br />Steve Brantley, Economic Development <br />(919)245 -2325 <br />Kevin Lindley, Planning <br />(919)245 -2583 <br />PURPOSE: To consider approving a contract with McGill & Associates for the design, permitting <br />and bid and construction administration of interstate frontage road, water and sewer <br />infrastructure to serve the proposed Morinaga manufacturing facility site. <br />BACKGROUND: At the September 5, 2013 BOCC regular meeting, the Board was given a <br />presentation on the Morinaga Company and its decision to build a manufacturing facility in the <br />Buckhorn Economic Development District (EDD). The site is situated just south of Interstate <br />85/40, north of Bowman Road and east of Ben Wilson Road (Attachment 1). In order to provide <br />infrastructure support for this site for the proposed facility, there are improvements which need <br />to provided, including road access, water and sewer infrastructure. The City of Mebane will <br />provide water and sewer treatment. <br />This work is the extension of other master planned water, sewer and roadway infrastructure <br />plans in the area. This work is consistent with the Efland- Mebane Small Area Plan, the one - <br />quarter ('/4) cent sales tax Economic Development infrastructure initiative and the 400 -acre <br />transportation access management plan. <br />County staff proposes to contract with McGill & Associates to perform the required engineering <br />survey, design, permitting and bid administration for portions of this project. The proposed <br />contract is Attachment 2. This is a contract with a consultant chosen through a Request for <br />Proposals (RFP) in 2011 and used for Central Efland /North Buckhorn construction oversight as <br />well as the design and permitting of the McGowan Creek Interceptor. The original contract with <br />McGill & Associates was approved June 2011. <br />FINANCIAL IMPACT: The contract with McGill is in the amount of $142,000. The contract will <br />be paid from the one - quarter ('/4) cent sales tax infrastructure account as noted in the <br />presentation of September 5. Orange County will be seeking a 75% CDBG grant from the North <br />Carolina Department of Commerce related to these project costs and the construction costs of <br />
