Public Hearing Notice <br />Action Agenda <br />Item No. 6 -b <br />PUBLIC HEARING: (Y /N) Yes <br />INFORMATION CONTACT: <br />Craig Benedict, 919 - 245 -2592 <br />Tara Fikes, 919 - 245 -2490 <br />1 <br />PURPOSE: To receive comments from the public regarding opportunities for Community <br />Development Block Grants (CDBG) Programs in Orange County in 2013. <br />BACKGROUND: Local governments provide notice to residents to afford them the opportunity <br />to comment on proposed uses of CDBG Funds. CDBG funds are for a variety of purposes <br />including, but not limited to, housing, economic development, infrastructure and planning. The <br />Board has conducted similar public hearings in the past related to the potential uses of CDBG <br />funds, including in October 2010. <br />Although Orange County has a specific long -range plan for housing, other activities and <br />programs are available for CDBG funding, such as the 2012 NC Tomorrow Grant Award from <br />the Community Investment and Assistance through the NC Department of Commerce. <br />In May 2010, a Consolidated Plan for Housing and Community Development Programs in <br />Orange County was developed and approved by the U.S. Department of Housing and Urban <br />Development (HUD). This document details the housing needs of very low income, low income <br />and moderate - income families and special population groups in addition to outlining the <br />strategies and plans for addressing those needs. <br />Each year, local communities are required to reassess the needs of the community. This public <br />hearing provides an opportunity for residents, public agencies and other interested parties to <br />provide input into the Annual Update. <br />In order to inform the general public of this opportunity and encourage participation, notices <br />have been placed in The Herald Sun and News of Orange and sent to local non - profit agencies. <br />FINANCIAL IMPACT: There is no financial impact with conducting the public hearing. An <br />future financial impacts are to be determined as proposals and specific requests and updates <br />come forward. <br />RECOMMENDATION(S): The Interim Manager recommends that the Board receive <br />comments from the public as additional information. <br />
