26 <br /> 1 The Charge for the Jail Alternatives Work Group is to investigate and make recommendations to the Board <br /> 2 of County Commissioners concerning alternatives to incarceration programs operating in Orange County <br /> 3 and review the impact each program may have on the inmate population of the Orange County Jail. <br /> 4 Including but not limited to the following programs: <br /> 5 Pretrial Release <br /> 6 Pretrial Diversion <br /> 7 Drug Court <br /> 8 Family Court <br /> 9 Adult Probation <br /> 10 <br /> 11 1. Analysis of program history organization purpose and objectives <br /> 12 2. Collection and analysis of program data, statistics, participation, and outcomes. <br /> 13 3. Analysis of program impact on inmate population. <br /> 14 The Work Group is directed to submit a Report back to the Board of County Commissioners by March 31, <br /> 15 2014. <br /> 16 <br /> 17 Commissioner Dorosin asked if the recommendation is that this workgroup have 15 people, or if this <br /> 18 is just a suggested list of people. <br /> 19 Michael Talbert said this basically represents those in the alternatives community that could play a <br /> 20 role or have input in the process. <br /> 21 Chair Jacobs said he suggested adding the client. <br /> 22 Commissioner Dorosin said he just wondered if Michael Talbert had an opinion on optimal size for a <br /> 23 group like this. <br /> 24 Michael Talbert said he does not feel there is an optimal size. <br /> 25 Commissioner McKee said this is not too many. He said he was involved in the Emergency <br /> 26 Services work group, and not everyone shows up at all meetings. He said it is important to have all <br /> 27 affected parties involved. <br /> 28 Commissioner Price agreed with the listing. <br /> 29 Commissioner Pelissier she wanted to suggest more stakeholders, to include a municipal police <br /> 30 chief or their representative, as well as someone from the drug treatment area. She noted that the Orange <br /> 31 County program is incomplete and she referred to attachment 2, page 5. She noted new program - <br /> 32 Outreach Court. <br /> 33 Commissioner Pelissier, referring to the charge, said she does not want to limit this to just Orange <br /> 34 County programs. She said the County should look across the state and see what other communities are <br /> 35 doing to reduce the jail population. <br /> 36 Chair Jacobs said he was going to suggest that. He was concerned with some of the references on <br /> 37 the bottom of page 6. He feels the program should not be limited. <br /> 38 Commissioner Price asked about next steps. <br /> 39 Frank Clifton said that if the Board agrees with the concept staff will move forward to draw up a <br /> 40 contract with the consultant, and agencies will be notified regarding involvement. He said the organization <br /> 41 process can then begin. <br /> 42 Commissioner Dorosin asked about the relationship of the consultant and this work group. He <br /> 43 asked if the consultant is going to work for the work group. <br /> 44 Michael Talbert said one option is for the work group to meet first to identify and confirm the charge. <br /> 45 He said this could then be brought back and a consultant can be recommended. <br /> 46 Frank Clifton said a consultant provides some uniformity. <br /> 47 Commissioner Dorosin said originally the consultant came to the Board with a contract. He said the <br /> 48 Board of County Commissioners did not approve that, but is creating this work group instead, along with <br /> 49 the consultant. He just wants to understand the vision for what this workgroup will be doing. <br /> 50 Frank Clifton said the hope is that this will work out like the Emergency Services Workgroup. <br /> 51 Commissioner McKee said he would hope would happen is the same thing that happened with the <br /> 52 Emergency Services work group. He hopes this will be a process of delving into the options that are the <br /> 53 best fit for Orange County. <br /> 54 Commissioner Dorosin asked if a consultant was already selected by the Board before the <br /> 55 Emergency Services Workgroup got to work with them. <br />
