2. The continuing transportation planning process will be a cooperative one and all planning <br /> discussion will be reflective of and responsive to the comprehensive plans for growth and <br /> development of the Planning Area. <br /> 3. The continuing transportation planning process will be in accordance with the intent, <br /> procedures,and programs of Title VI of the Civil Rights Act of 1964, as amended. <br /> 4. The Planning Area may be periodically reassessed and revised in the light of new <br /> developments and data projections. <br /> 5. A Burlington-Graham Transportation Advisory Committee, hereinafter referred to as the <br /> TAC, is hereby established with responsibility for serving as a forum for cooperative <br /> transportation planning and decision making for the Burlington-Graham Metropolitan <br /> Planning Organization. The TAC shall consist of a representative appointed by member <br /> Boards of Local Government and a member of the North Carolina Board of Transportation. <br /> a. The TAC members shall have the responsibility for keeping their respective policy <br /> boards informed of the status and requirements of the transportation planning process; <br /> assisting in the dissemination and clarification of the decisions, inclinations, and policies <br /> of the local boards they represent; and ensuring meaningful citizen participation in the <br /> transportation planning process. <br /> The membership and voting structure of the TAC is listed below: <br /> Weighted Regular <br /> Governmental Body Votes Votes <br /> Burlington 6 2 <br /> Graham 3 1 <br /> Elon 1 1 <br /> Gibsonville 1 1 <br /> Mebane 3 1 <br /> Haw River 1 1 <br /> Whitsett 1 1 <br /> Green Level 1 1 <br /> Alamance 1 1 <br /> Alamance County 2 1 <br /> Guilford County 1 1 <br /> Orange County 1 1 <br /> Department of Transportation 1 1 <br /> TOTAL 23 14 <br /> b. Weighted votes shall be reevaluated every 10 years based on the results of the most <br /> recent decennial U.S. Census. Weighted vote distribution is based on the population <br /> within municipal /county /MPO boundaries and extra-territorial jurisdiction areas may <br /> be adjusted at the discretion of the TAC depending on population changes. <br /> c. Members will vote on matters pursuant to the authority granted by their respective <br />
