SCOPE OF WORK
Cultural and Archaeological Survey
McGowan Creek Sewer Interceptor Line
Efland, Orange County, NC
RFP 5196
I. Project Background
Orange County is in the process completing the engineering planning and easement
acquisition for the proposed McGowan Creek Sewer Interceptor Line, consisting of a buried
gravity sewer line approximately 2100 feet in length. The proposed line will connect to existing
pumping stations located on Brookhollow Road and Efland-Cedar Grove Road, as shown in
the attached schematic site plan. The project site consists of a 30-foot-wide permanent
easement running the length of the sewer line, along with a 20-foot temporary construction
easement extending the full length along the south side of the permanent easement. All
proposed ground disturbance will be confined to these easement sites. The majority of the
sewer line will be built using conventional trenches up to 30 feet deep, with some rock blasting
where required.
The construction site extends across five property parcels that are largely wooded and
residential in nature. The proposed easement zones have been field surveyed and are
presently marked. Access to the site is presently available from both Elfand-Cedar Grove Road
and Brookhollow Road.
The proposed project will be carried out on a very tight time schedule, which will require the
archaeological field survey work to commence in early September, in order to be able to
present preliminary findings in draft form by September 20th. This is required to allow time for
findings to be incorporated into the final project planning and easement acquisition.
II. Description of Work
The cultural and archaeological survey for the proposed McGowan Creek Sewer Interceptor
will be comprised of the following principal components: (a) background research, (b) a surface
and possible subsurface investigation of the area within the permanent and temporary
easements proposed for sewer construction, (c) a reporting of results. These components are
described as follows:
A. Background Research
Prior to the initiation of the field investigations the Contractor shall undertake
background research sufficient to acquire a working familiarity with the natural and
cultural resources in the study area and to locate any previously recorded historical or
archaeologically significant sites on the property, including historic structures and any
significant landscape alterations associated with those structures. The North Carolina
Office of Archives and History (Office of State Archaeology) must be contacted to
determine whether there are any such recorded sites, and to reference existing
architectural and archaeological survey files. Other resources should include, but not
2
