Casey Lane NCDOT Documentation Craig Benedict, 245 -2585 <br />PURPOSE: To make a recommendation to the North Carolina Department of <br />Transportation ( NCDOT) concerning a petition to add a subdivision road in Mallory Place <br />Subdivision (Casey Lane) to the State Maintained Secondary Road System. <br />BACKGROUND: This request includes one (1) petition for a road addition to the State <br />Maintained Secondary Road System. The road is as follows: <br />Mallory Place Subdivision (Casey Lane) <br />The requested road addition is about 0.24 mile long. Seventeen (17) houses currently <br />have entrances to the road submitted for addition, and an additional two (2) undeveloped <br />lots have frontage on the road. Casey Lane is located approximately 0.43 mile west of the <br />intersection of Secondary Road (SR) 1345 (Mill Creek Road) and Lebanon <br />Road (Attachment 1). <br />Mallory Place Subdivision is located within the City of Mebane's Extraterritorial Zoning <br />Jurisdiction (ETJ) and was recorded with the Orange County Register of Deeds on <br />November 20, 2001 (Attachment 2). Before the subdivision plat was recorded, the City of <br />Mebane reviewed and approved the plat per the City's subdivision regulations that apply to <br />the City's ETJ. The City of Mebane has indicated that any subdivision conditions of its <br />approval of the plat are met, and the City has no issues or problems with the petition. The <br />City of Mebane has also indicated that there are no plans to annex the Mallory Place <br />Subdivision in the near future that would require the City to take responsibility for <br />maintenance of Casey Lane. Although this property is within the City's ETJ, North Carolina <br />General Statute §136 -62* requires that road petitions for additions to the state system be <br />made by the Board of County Commissioners (BOCC). NCDOT has investigated this <br />request and has submitted a petition to the BOCC for its recommendation (Attachment 3). <br />
