Text Amendments Related to Watershed Protection Measures in <br /> Cane Creek(November 23,1999 Public Hearing) <br /> (1) Amendments to the Orange County Zoning Ordinance <br /> (a) Article VI,Section 6.23 Extra Requirements in Cane Creek <br /> Watershed <br /> (b) Article 22 Definitions <br /> (2) Amendments to the Orange County Subdivision Regulations <br /> (a) Section IV B-10 Flexible Development <br /> Presented by Craig Benedict. <br /> PURPOSE: To prepare a recommendation to the Board of County Commissioners concerning <br /> proposed tent amendments to the Orange County Zoning Ordinance and to the <br /> Orange County Subdivision Regulations to implement new development standards <br /> for Cane Creek watersheds. <br /> BACKGROUND: <br /> Request . <br /> Amendments, resulting from a.three-year study of Cane Creek Watershed conducted by the <br /> Orange Water and Sewer Authority(OWASA), propose changes to Article.22 (Definitions)and <br /> Article VI, Section 6.23 (Extra Requirements for Watershed Protection Overlay Districts) <br /> of the Orange County Zoning Ordinance and to Section IV-B-10, Flexible Development, of <br /> the Orange County Subdivision Regulations to implement. new watershed protection <br /> measures for Cane Creek watershed. These changes incorporate subsequent recommendations <br /> made in October, 1997,by the OWASA Board of Directors. <br /> Location <br /> The proposed amendments will affect future development within the Cane Creek watershed. <br /> Existing and Proposed Conditions <br /> Existing: • Maximum density: 1 du/2 acres. <br /> .• 33%open space requirement in flexible development subdivisions <br /> using the conservation or cluster option(conservation-cluster). <br /> Proposed: • Maximum density: 1 du/five acres;Lots of record existing on date <br /> of adoption may contain up to,but no more than,five lots as small as <br /> two acres in size. <br /> Overall density of 1 du/2 acres allowed in flexible developments using <br /> the conservation or cluster(conservation-cluster) options provided 50% <br /> of total area is reserved as open space. <br /> 50%open space requirement in flexible development subdivisions within <br /> the Cane Creek watershed.. <br /> Development Process.Schedule,and Action <br /> • Public hearing held on November 23; 1998(draft minutes are attached). <br /> • First Action:Planning Board consideration of proposed amendments. <br /> Option: 1. Action to recommend approval of the proposed amendments. <br /> Option:2. Action to recommend denial of the proposed amendments. <br /> Option:I Action to recommend changes to the proposed amendments that are not <br /> significant in nature. <br />
