The University hired a consultant, Johnson,Johnson, and Roy of <br /> Ann Arbor,Michigan to assist with the planning process. The Towns of Chapel <br /> Hill and Carrboro were invited to participate in the process of creating and <br /> responding to draft plans. The Chapel Hill Town Council appointed a UNC- <br /> Chapel Hill Planning Panel to work with the University and report to the Council. <br /> The University's consultant prepared several sets of information, including three <br /> plan alternatives, for community comment and the Planning Panel appointed by <br /> the Town Council made three formal reports to the Council. <br /> On May 23, 1996 final draft plans were presented and community comment <br /> requested.
