Cluster Developments <br /> On May 1, 1996,the Board of Commissioners approved the flexible development <br /> regulations,and the previous ordinance provisions for cluster developments were <br /> eliminated. However,the flexible development regulations do not apply in the Rural <br /> Buffer. The proposed amendment would re-adopt the previous cluster provisions in <br /> the Rural Buffer,allowing cluster developments as an alternative to conventional <br /> subdivision design until other regulations are approved by the governing boards of <br /> Orange County,Chapel Hill and Carrboro. <br /> 2. Securing Subdivision Improvements <br /> The proposed amendment is technical in nature to provide clarity and cohesiveness <br /> to subdivision regulations pertaining to road improvements. New text is proposed to <br /> specify requirements for the content of construction estimates and financial <br /> guarantees submitted when improvements are not completed prior to Final Plat <br /> approval.The Planning Staff consulted with the County Attorney and County <br /> engineer in developing the proposed amendment. <br /> 3.
