7 <br /> With the concurrence of the Planning Board and County Commissioners,plus on-going <br /> staff support,the Planning Group suggested additional meetings(hopefully no more than <br /> two)to address the village option and expedited review. <br /> The Planning Staff recommends: <br /> 1. Endorsement of the Draft Land Use Plan as presented at public hearing;and <br /> 2. Additional meetings as suggested by the Planning Group to address key <br /> implementation issues with recommendations to be received by a specified date. <br /> Bell noted that Planning Board members Renee Price and Bob Strayhom are members of <br /> the Planning Group. Lee Rafalow,another member of the Group,was in attendance and <br /> was recognized to present concerns. <br /> Mr.Rafalow emphasized the concerns that had been included in the information <br /> provided by Bell. <br /> Rosemond emphasized that the flexible development options have been predicated on the <br /> idea of the yield plan and she was very concerned about items such as the village option <br /> which require public water and sewer. She cautioned that the predication of the yield <br /> plan must be remembered and be a part of the language brought forward from future <br /> meetings of the Planning Group. Bell responded that if the Planning Board <br /> recommended that the group proceed with two more meetings as requested,then,staff <br /> would ask for Commissioners endorsement. That decision would be made by the Board <br /> of Commissioners. <br /> Brown asked if the Stoney Creek Planning Group was aware that the Planning Board did <br /> not endorse the village concept. Mr.Rafalow responded that the Group was aware of the <br /> Planning Board's recommendation to delete the village option and that is the reason they <br /> did not spend a lot of time discussing it. They felt that it was an issue that would come <br /> up again. Price noted that the group was very surprised that the Commissioners did not <br /> accept that part of the Planning Board's recommendation,but,chose to include the <br /> village option as part of the Flexible Development Proposal. <br /> Mr.Rafalow emphasized that the Group felt that there were very few areas in the County <br /> where a village option would"fit". However this area is not one of them. He noted <br /> again that the village option and expedited review are the two issues that the Group <br /> wishes to have more discussion on and to make a further recommendation on this issue. <br /> Price noted also that the group wished to more completely study the issues referred to <br /> and make another recommendation on those two concerns. <br /> Strayhom asked for clarification of when the Planning Board would act or make a <br /> recommendation on these two areas of concern. Bell responded such a recommendation <br /> would come after the Planning Group held the two meetings being requested and brought <br /> a recommendation to the Planning Board. Strayhorn expressed concern with endorsing <br /> a portion of the plan and felt that no recommendation should be made or action taken <br /> until such time as the entire plan as proposed for adoption by the Board of <br /> Commissioners could be addressed. He felt that there should be further discussion on <br /> expedited review and larger lot sizes. <br /> Rafalow expressed concern that the guidelines do not provide clear ideas about what is <br /> going to happen in the area and the public is being taken out of the process. He felt the <br /> guidelines are incomplete. Bell responded that some of the issues and concerns have <br />
