The plan sets forth a process to allow citizen input at all stages of housing <br /> program implementation as well as during the evaluation and monitoring phases. The most recent Citizen <br /> Participation Plan was approved on December 2, 1988. The new plan formally incorporates some of the <br /> existing practices. <br /> Recommendation: <br /> The Manager recommends approval of the Citizen Participation Plan for use in the implementation of federal <br /> and state housing programs. <br />
