Preliminary Plans <br /> (1) Grand Oaks Estates-Phase IV <br /> (15 Lots-Eno Township) <br /> Presentation by Eddie Kirk. <br /> The property is located just east of Grand Oak Estates Phase I and II.Grand Oak <br /> Estates is off Saint Mary's Road(SR 1002)in Eno Township. It is zoned A-R and <br /> designated Lower Eno Protected Watershed(L-ENO-PW)in the Land Use Element' <br /> of the Comprehensive Plan. Kirk indicated the location on the County map. <br /> The area proposed for development is 24.978 acres in size with 15 lots proposed.Lot <br /> sizes range from 1.018 to 3.371 acres. A 15.52 acre tract will be remaining for <br /> future development. <br /> Access to the property is from Phase H of Grand Oak Estates. When this phase was <br /> approved there was a stubout constructed to the eastern property line. Access will be <br /> through this stubout. The streets will be public and constructed to NCDOT <br /> standards. Access to the 15.52 acre tract,when developed,will be through a right- <br /> of-way that was established when Phase I was developed.This access will be <br /> required to be constructed to State standards with development of the 15.52 acre <br /> tract. <br /> Each lot will be served by individual wells and septic tanks except lot 61 which was <br /> found to be unsuitable for a septic system. <br /> The Planning Board approved the Concept Plan for Grand Oak Estates Phase IV on <br /> April 15, 1996. The road layout is the same as approved on the Concept Plan.The <br /> southern cul-de-sac has been moved closer to the eastern property line for septic <br /> purposes. <br /> The Planning Staff recommends approval of the Preliminary Plan for Grand Oak <br /> Estates Phase IV subject to the conditions contained in the Resolution of Approval <br /> (an attachment to these minutes on pages ). <br /> Barrows asked about lot 61 from the concept plan. Kirk responded that it did not <br /> have suitable soils so it is considered an unbuildable lot. <br /> MOTION: Strayhorn moved approval as recommended by the Planning Staff. Stoney Creek Basin Small Area Plan <br /> Presentation by Gene Bell. <br /> On December 5, 1994,the Orange County Board of Commissioners adopted the charge: <br /> "To prepare a land use plan,including recommendations for implementation,for the <br />
