To recruit and retain an employee to perform the needed heating and air conditioning duties, the Public Works Department has requested that the now vacant Senior Building Maintenance Mechanic position be classified as an HVAC Mechanic and require certification in freon recovery and HVAC licensing. The HVAC Mechanic's general duties will consist of maintaining, repairing, and installing heating and air conditioning equipment. This includes establishing and maintaining a preventive maintenance schedule, analyzing building heating and cooling systems, and recommending modifications to achieve better operation and energy efficiency. The HVAC Mechanic will enable the Public Works Department to perform more heating and air conditioning maintenance, installation and repair with in-house staff and reduce use of outside vendors which will result in cost-savings for the County. Also the time that it takes to respond to the County's HVAC needs will be decreased with the use of an in-house employee. The Personnel Department has completed the requested classification and pay study of the proposed HVAC Mechanic. Based on the classification review and review of available labor market information, it is recommended that the new class of HVAC Mechanic be established at salary grade 65. The recommended salary grade for the HVAC Mechanic class is based on salary survey information obtained from public employers and comparison with other classes in the Orange County Classification and Pay Plan. Upon approval of the class of HVAC Mechanic, the existing vacant Senior Building Maintenance Mechanic position at grade 63 will be reclassified to HVAC Mechanic at grade 65. Recommendation: The Manager recommends the Board amend the classification and Pay Plan by adding the new class of HVAC Mechanic at Salary Grade 65. Mpers\abstractabs t doc
