Over <br /> time the heating and air conditioning maintenance and repair <br /> workload has increased and become more technical. For <br /> example, certification now is required to carry out freon recovery. <br /> As a result this position has become increasingly specialized in <br /> heating and air conditioning and the need exists for even more <br /> technical capability to perform work in house. <br /> At the same time as these changes have occurred, salaries and <br /> demand in the labor market for trained heating and air <br /> conditioning mechanics have increased. The County has not <br /> been able to recruit and retain a qualified, experienced heating <br />
