Fikes, 2490 <br /> TELEPHONE NUMBER <br /> Hillsborough 732-8181 <br /> Chapel Hill 968-4501 <br /> Mebane 227-2031 <br /> Durham 688-7331 <br /> Purpose: To receive comments from the public concerning the FY 1997 Community Development <br /> Block Grant Program Application in the Community Revitalization categories and authorize the staff to <br /> proceed with application development based on the needs expressed during the public hearing. <br /> Background: The N.C. Department of Commerce has announced the availability of Community <br /> Development Block Grant (CDBG) funds for Community Revitalization projects. In order to apply for <br /> funding, the State requires applicants to conduct a public hearing to obtain citizen comments prior to <br /> developing an application for funding. Comments received during this public hearing will assist the <br /> Housing and Community Development Department in designing sound CDBG applications. A second <br /> public hearing must also be scheduled after development of the grant application. <br /> Community Revitalization activities include: 1) Infrastructure: provides funds for public water and sewer <br /> to benefit homes in residential neighborhoods; 2) Concentrated Needs: provides funds for <br /> neighborhoods with multiple needs which may include the following: deteriorated housing, water/sewer <br /> deficiencies, unpaved streets or drainage problems; and 3) Scattered Site Housing Rehabilitation: <br /> provides funding for the repair of houses which are not concentrated in an identified neighborhood of <br /> slum and blight. The higher the magnitude of need identified in a particular neighborhood, the higher <br /> the application will rank in the state's selection process which is highly competitive. <br /> Applications are being accepted on a two (2) year funding cycle, thus applications will be accepted on <br /> September 27, 1996 for the 1997 and 1998 funding cycles. The maximum funding amounts are: <br /> $850,000 for Infrastructure; $750,000 for Concentrated Needs; $400,000 for Scattered Site <br /> applications. Advertisements of this hearing have been placed in local newspapers. <br /> Recommendation: <br /> The Manager recommends receiving comments as information and authorizing the staff to proceed with <br /> application development based on the needs expressed during the public hearing. <br />
