Grier, 919 - 245 -2450 <br />Todd LoFrese, 919 - 967 -8211 <br />PURPOSE: To commence with preliminary discussions to construct a new Orange County Jail, <br />and Middle School #5 for Chapel Hill — Carrboro City Schools (CHCCS). <br />BACKGROUND: As part of the County's FY2013 — 18 Capital Investment Plan, funding was <br />approved for the construction of a new County Jail and Middle School #5 for CHCCS. <br />In October 2012, the NC Council of State authorized the issuance of a 50 -year land lease to <br />Orange County of approximately 6.8 acres for the construction of a jail facility. The estimated <br />total project cost of the proposed jail is currently projected to be $30,250,000. The new jail <br />facility will house a minimum of 250 prisoners. The project planning and construction is currently <br />scheduled to begin in FY 2015 -16, with a majority of the construction occurring in FY 2017 -18. <br />As part of the FY 2013 -14 budget process, the Board of County Commissioners approved the <br />construction of the Culbreth Middle School Science Wing to alleviate overcrowding in the district <br />and the need for Middle School #5 for CHCCS. As a result, the need for funding of Middle <br />School #5 is moved back two years from FY 2014 -15 to FY 2016 -17. A majority of the <br />construction for Middle School #5 would occur in fiscal years 2017 — 2020. The estimated total <br />project cost for Middle School #5 is currently projected to be $42,913,749. <br />At this work session, the respective Boards will begin preliminary discussions in regards to the <br />planning, funding, and construction of the two projects. <br />
