The <br /> Constitution for both these organizations provides an opportunity for <br /> each County to be entitled to vote on all questions, including the <br /> election of officers. This vote shall be the majority expression of <br /> the delegates of that County. At the December, 1995 organizational <br /> meeting, Commissioner Rillhoit was designated at the voting delegate <br /> for Orange County. Since he will not be attending these two meetings, <br /> the Board may designate another commissioner or other official as the <br /> County's voting delegate. Chair Carey will be attending the NACo <br /> meeting and Chair Carey and Commissioner Crowther will be attending the <br /> NCACC meeting. <br /> RECOM ENDATION: As the Board decides. <br />
