Specifically, the LOG asked that the Board of Commissioners <br /> provide comments at this point about : <br /> a) the overall solid waste management system studied by Weston, Inc . <br /> and recommended by the LOG. <br /> b) selecting unit-based pricing ("pay per throw") vs . collection bans <br /> (mandatory recycling) , coupled with differential landfill fees, as the <br /> primary waste prevention strategy. Public education would be coupled <br /> with either of these strategies. <br /> c) whether universal collection would be adopted for both recycling and <br /> solid waste collections county-wide, or whether a system of convenience <br /> centers and "laissez faire" private collections would be maintained in <br /> the unincorporated areas and for widespread commercial recycling. <br /> The attached LOG staff memo presents some of the advantages and <br /> disadvantages of various implementation issues, from the staff <br /> perspective. County staff prepared the chart on page 13 that <br /> compares some of the estimated costs associated with the current <br /> residential solid waste management system in unincorporated Orange <br /> x <br />
