Fikes, 2490 <br /> Project Summary TELEPHONE NUMBER <br /> Hillsborough 732-8181 <br /> Chapel Hill 968-4501 <br /> Mebane 227-2031 <br /> Durham 688-7331 <br /> ----------------------------------------------------------------------- <br /> PURPOSE: To consider a request for First Centrum Corporation requesting <br /> exemption or reimbursement of $186, 000 in school impact fees. <br /> BACKGROUND: <br /> First Centrum Corporation is planning to build a 123 unit apartment complex <br /> for the elderly in Carrboro to be known as Carolina Spring. The company has <br /> applied to the N.C. Housing Finance Agency for Low Income Housing Tax <br /> Credits to finance this project. First Centrum contends that the County' s <br /> impact fees as well as OWASA' s fee requirements cause their tax credit <br /> application to be less competitive with others in the state. Further, they <br /> question the "appropriateness" of requiring new elderly housing developments <br /> to pay the impact fee considering the fact that the residents will not <br /> impact school growth. Thus, they are asking the County to either exempt or <br /> reimburse the impact fee requirement for this project. Under the current <br /> ordinance exemption of the fee is not permissible. <br /> County staff has reviewed the information provided by the developer and has <br /> prepared the attached project summary. <br /> On November 1, 1995, the Board approved an Impact Fee Reimbursement Policy <br /> which establishes a procedure for consideration of impact fee reimbursement <br /> for 501 (c) (3) non-profit organizations developing single-family housing for <br /> first time homebuyers. Rental housing development is not included in this <br /> policy. Further, for-profit companies building either owner-occupied or <br /> rental housing is not covered under this policy. <br /> RECOMMENDATION: <br /> The Manager recommends not approving the request for First Centrum <br /> Corporation requesting exemption or reimbursement of $186, 000 in school <br /> impact fees. <br />
