Frank Clifton said Emergency Services positions are very strenuous jobs, and <br /> hourly shifts have been changed from 24 hours to 12 hours. He reviewed the 2012 Plan and said the HSA plan ran well, <br /> however the PPO plan did not. He said that, all in all, 2012 was a decent year. <br /> He referred to slide 3 and said there were a few benefit changes that resulted in <br /> an 8.5% increase, which was a competitive renewal for the 2013 plan year. <br /> He said slide 4 is a reminder of the current rates and contribution strategies for <br /> the County. <br /> He referred to slide 5 and directed the Board to note the red highlighted lines in <br /> the middle of the page, labeled PPACA. He said these are three fees or taxes being <br /> applied to the plan for 2014. <br /> He noted that the health insurance reinsurance fee is eliminated from the cost to <br /> the plan if you are self-funded program. This gives an incentive to being self-funded. <br /> He reviewed the claims experience data on slide 6. <br /> He reviewed each row of data on slide 7 and said that the top, light blue row is <br /> the $1 per member research fee that will be paid by United Healthcare this year. <br /> He said the next row down, labeled "Notification of Changes", will go into effect <br /> on October 1, 2013. <br /> He noted that the auto enroll program is a new requirement for employers with <br /> over 200 employees, and employees will be automatically be enrolled into a health <br /> plan. He said the County needs to decide which plan to use for auto enrollment if <br /> employees fail to choose one on their own. <br /> Referring to the yellow row, he noted that 30 hour employees will be considered <br /> eligible for health insurance and will be enrolled in a plan. He said that there will be <br /> significant effort on the part of staff to determine eligibility for this. <br /> He said the transitional reinsurance fee will apply to the health plan for the <br /> upcoming year to help pay for catastrophic claims in the marketplace. <br /> He reviewed the final overview slide and said the re-insurance fee is expected <br /> to drop off over the next two years. <br /> Chair Jacobs confirmed that Mark Browder will be back again in September to <br /> answer questions. <br /> 3.
