Register of <br /> Deeds state-wide standards for indexing. <br /> • Numerous changes in the North Carolina general statutes <br /> occurring over the past five years which impact on recording <br /> and indexing of deeds of trust, recording of plats, recording <br /> of limited liability corporation documents related to probate, <br /> and issuance of birth certificates, among other things. <br /> • Addition of optical imaging systems technology to the <br /> Register of Deeds processes and work flow as well as <br /> automation of all indexed records. <br /> 2. Workload increases over the past five years resulting in the <br /> necessary delegation of greater independence of action to the <br /> Register of Deeds staff and the need for staff to have the requisite <br /> knowledge to work in multiple areas. For example the increase in <br /> the number of documents recorded and filed has averaged 25 <br /> percent each year over the past five years. The increase in the <br /> number of documents indexed has averaged 55 to 60 percent each <br /> year. The increase in the number of pages scanned/edited through <br /> optical imaging has averaged 25 to 30 percent each year over the <br /> past three years. <br /> 3. Assumption of a lead worker role by several positions and <br /> recognition of that role at the Deputy II level. <br /> For employees whose positions are being reclassified (from Deputy I to <br /> Deputy II or Administrative Assistant II), the reclassification will result in <br /> a five percent salary increase or increase to Step 1 of the new salary <br /> range, whichever is larger, as provided in policy. For employees whose <br /> salary grade only is changing, the change will result in a salary <br /> increase only as necessary to move the employee's salary to Step 1 of <br /> the new salary range. <br /> The estimated annual cost of the salary changes is approximately <br /> $7,300. Funds are available within the 1996-97 budget. <br /> Recommendation: The Manager recommends the Board amend the Orange County <br /> Classification and Pay Plan to revise the salary grades for Register of <br /> Deeds classes as follows: <br /> • Deputy Register of Deeds I from grade 60 to 61, <br /> • Deputy Register of Deeds II from grade 62 to 63, and <br /> • Deputy Register of Deeds III from grade 63 to 64. <br />
