Revised BG MPO MOU Adding Orange be found <br /> County as a Voting Member at: http://orangecountync.gov/OCCLERKS <br /> /1201248d.pdf and <br /> http://orangecountync.gov/occlerks/12110 <br /> 8.pdf <br /> PURPOSE: To approve a resolution adding Orange County as a voting member of the <br /> Burlington-Graham Metropolitan Planning Organization (BG MPO) to the Memorandum of <br /> Understanding (MOU). <br /> BACKGROUND: On August 12, 2011, the Chair of the BG MPO Technical Coordinating <br /> Committee extended an offer to the County to formally join the MPO. On January 24, 2012 the <br /> BOCC passed a resolution requesting representation on the BGMPO Transportation Advisory <br /> Committee (TAC) and Technical Coordinating Committee (TCC). The BG MPO amended its <br /> Memorandum of Understanding (MOU) to include Orange County as a voting member. The <br /> MOU establishes membership, bylaws, responsibilities and voting structure for the member <br /> jurisdictions of the BG MPO. <br /> The amended MOU was initially approved by the TAC on August 21, 2012 and circulated to be <br /> signed by the Mayors or County Commission Chairs of all member jurisdictions (including <br /> Orange County), the NC Secretary of Transportation, the NC Assistant Attorney General, and <br /> the Federal Highway Administration (FHWA) Division Administrator. The MOU was <br /> unanimously approved by the BOCC on November 8, 2012. However, the City of Mebane <br /> requested to amend its weighted voting rights under the MOU and declined approval pending <br /> discussion and resolution of this issue. Following TAC discussion and several delays, the MOU <br /> was again revised to give the City of Mebane 3 weighted votes, and approved by the TAC on <br /> August 20, 2013. The Mebane City Council approved the revised MOU at its meeting on <br /> September 9, 2013. The MOU must now be approved and executed again by the remaining <br />
