1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 17, 2013 <br /> Action Agenda <br /> Item No. 5-f <br /> SUBJECT: Renewal Agreements Between Chapel Hill Carrboro City Schools, Orange <br /> County Schools, and Health Department for School Nurses <br /> DEPARTMENT: Health PUBLIC HEARING: (Y/N) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Agreements Colleen Bridger, Ph.D, MPH, Health <br /> Director <br /> PURPOSE: To approve the renewal agreements between Chapel Hill Carrboro City Schools <br /> (CHCCS), Orange County Schools (OCS) and the Health Department for nine (9) school <br /> nurses. <br /> BACKGROUND: During budget deliberations in FY 2001-2002, the Board of Commissioners <br /> agreed to a four-year plan for achieving a goal of a full-time school nurse in every public school <br /> in both Chapel Hill Carrboro City Schools (CHCCS) and Orange County Schools (OCS). The <br /> table below depicts the implementation of the four-year plan as it was authorized on an annual <br /> basis- <br /> 2001-02 02-03 03-04 04-05 05-06 06-07 forward <br /> CHCCS 2 0 2 + 2 new 4 +1 new 5 + 1 new 6 <br /> OCS 1 0 1 +1 new 2 +1 new 3 3 <br /> New nurses were added in October of each of the years that they were authorized. Fiscal Year <br /> 2006-2007 was the first continuation year of the school nurse plan. FY 2013-14 maintains the <br /> school nurse continuation plan. When a new school is opened, the school system is <br /> responsible for including the salary of a school nurse in its complement of basic staff for the <br /> school. These agreements require direct services to children only and do not fund <br /> administrative or supervisory duties. <br /> FINANCIAL IMPACT: The total cost of the renewal agreements is $683,706 and was approved <br /> in the FY 2013-2014 budget. There are no budgeted increases this year. Orange County <br /> Schools will receive a total of $232,055 for three nurses and Chapel Hill Carrboro City Schools <br /> will receive a total of $451,651 for six nurses. This funding is a separate expenditure from the <br /> County's "Fair Funding" allocations. <br /> RECOMMENDATION(S): The Manager recommends the Board authorize the Manager to sign <br /> the agreements based on previous Board approval of the School Health Nurses funding within <br /> the FY 2013-14 Approved Budget, and to sign any future renewals, subject to Board approval of <br /> School Health Nurses funding in future budgets. <br />
