She asked if these have been developed. <br /> 5 Carla Banks said these are being put together, and the estimated timeline is <br /> 6 about 6 months out. <br /> 7 Commissioner Gordon said she was disappointed that the department had not <br /> 8 started out with a strategic communications plan to guide the investment. She would <br /> 9 like to see a plan sooner rather than later. <br /> 10 Carla Banks said that has been one of her key objectives, and it is on the list. <br /> 11 Commissioner Dorosin said there was a purple sheet at their places with a <br /> 12 description of a public relations coordinator position. <br /> 13 Carla Banks said she is changing the title from a graphics designer to a public <br /> 14 relations coordinator in order to be more inclusive of the responsibilities of the job. <br /> 15 Chair Dorosin asked if there was enough graphic design work for full time. <br /> 16 Carla Banks said graphic design is a large part of the job. <br /> 17 Chair Jacobs said he cannot support this position without a strategic <br /> 18 communications plan. He said the Board has learned from the Information Technology <br /> 19 strategic plan and how much easier it was to make staffing decisions. <br /> 20 Carla Banks said she is flying solo now, and she sees it as a detriment to not <br /> 21 hire this position. <br /> 22 She said she feels that her interpretation of a strategic plan is different from the <br /> 23 Board's concept. She cannot see the link to hiring or not hiring. <br /> 24 Chair Jacobs said he cannot speak for Commissioner Gordon, but he would like <br /> 25 to see a vision for the department before he funds it. He said he would like to <br /> 26 participate in a conversation about a plan before he signs off on the direction of the <br /> 27 department. <br /> 28 Commissioner Rich asked if the outsourcing of a brochure comes out of the <br /> 29 departmental budget. She said if so, the departments should know what is being spent <br /> 30 on graphic design, and this information should be available. <br /> 31 Tonya Walton said there is a lot of time being put into this. She said she could <br /> 32 get data on printing cost, but this does not consider layout and other responsibilities. <br /> 33 Commissioner Rich said that is important to track, in order to justify a new <br /> 34 position. <br /> 35 Carla Banks said there are many employees in departments that devote <br /> 36 significant time to developing materials. She said the outcome is not professional, as <br /> 37 the departments do not have the proper design software or printing tools. She said this <br /> 38 is not the image she wants for Orange County, and it puts a different light on how the <br /> 39 County presents information. <br /> 40 Commissioner Pelissier said she has been on the Partnership for Homelessness <br /> 41 for several years, and she remembers the struggle the coordinator had in coming up <br /> 42 with a professional looking annual report. She said that this should not be the case in <br /> 43 the County. <br /> 44 Carla Banks said she is trying to create consistency. She is accustomed to <br /> 45 having staff, and this is a component of public affairs that is an essential service. <br /> 46 Commissioner Price asked what the $11,000 in capital outlay will cover. <br /> 47 Carla Banks said this would cover the start up equipment for a new employee. <br /> 48 She said her budget was designed so that everything that comes out of Public Affairs is <br /> 49 for the benefit of all the departments. <br /> 50 Commissioner Price asked if the costs are itemized, and she referred to the <br /> 51 objectives on 234. <br /> 52 Carla Banks said there is some itemized detail included, starting on page 106, <br /> 53 and additional information can be provided if this is not enough. <br /> 54 Frank Clifton said the attempt is to do as much of this in-house as possible to <br /> 55 avoid fees. He said Carla Banks works closely with the Visitor's Bureau and Economic <br />
