3 <br /> 1 ❑This is one of three new Fire Service Districts that replaces existing Fire Protection <br /> 2 Districts. <br /> 3 ❑The Town of Chapel Hill will provide fire protection for the new Greater Chapel Hill <br /> 4 Fire Service District. See map of the new Greater Chapel Hill Fire Service District within <br /> 5 this section of the document. <br /> 6 ❑On February 27, 2013, the Chapel Hill Town Council voted unanimously to enter into <br /> 7 a service agreement to extend the Town's current fire district into the affected <br /> 8 neighborhoods for a period of 5 years with a 15.00 cent tax levy per one-hundred dollar <br /> 9 valuation of real and personal property. <br /> 10 ❑The tax rate for this district is recommended at 15.00 cents for FY 2013-14. <br /> 11 <br /> 12 Damascus Fire District$82,329 <br /> 13 <br /> 14 Southern Triangle Fire Service District$164,905 <br /> 15 ❑The North Chatham Fire Department will continue to contract with Orange County to <br /> 16 provide fire services to the citizens in both the Damascus Fire Protection District and the <br /> 17 new Southern Triangle Fire Service District within Orange County. There will be a <br /> 18 separate agreement for the Damascus Fire Protection District since a different NC <br /> 19 General Statute provides the County authority to contract for Fire Protection. <br /> 20 ❑See map of the new Southern Triangle Fire Service District within this section of the <br /> 21 document; there are no changes to the Damascus Fire Protection District. <br /> 22 ❑The tax rate for both the Damascus Fire Protection District and the new Southern <br /> 23 Triangle Fire Service District is recommended at 8.80 cents for FY 2013-14. <br /> 24 <br /> 25 Efland Fire District$473,961 <br /> 26 ❑The tax rate for this district is recommended to increase from 4.66 cents to 7.00 cents <br /> 27 (an increase of 2.34 cents) for FY 2013-14. The increase will be used to provide two (2) <br /> 28 paid firefighters in the district during weekdays (this should improve their response times <br /> 29 and improve the quality of service), and purchase apparatus to keep the equipment up <br /> 30 to date. The increase will be balanced by the savings homeowners in the district will <br /> 31 receive by their ISO rating improving from a 7 to a 6. <br /> 32 ❑In FY 2012-13, the department put into service a new Rescue Pumper, updated <br /> 33 radios as per the new FCC regulations. The department had their ISO inspection in <br /> 34 2012 and improved the ISO rating from a 7 to a 6, and hired a third party bookkeeper to <br /> 35 handle their financial records. <br /> 36 ❑In FY 2013-14, the department has requested to add two (2) firefighters during the <br /> 37 day to keep their response time where it should be (with the increases in call volume, <br /> 38 the department needs to supplement their volunteers to ensure a proper number of <br /> 39 responders are available when needed. The department is also updating their building <br /> 40 pre-planning information and moving it to an electronic form accessible from the <br /> 41 apparatus, will continue working with Orange County Emergency Services to make the <br /> 42 transition to the new OSSI CAD system, continue to maintain <br /> 43 vehicles, equipment, and station, continue with annual mandatory training and monthly <br /> 44 fire, medical, and rescue training, as well as continue the fire prevention, firefighter <br /> 45 assistance, and junior firefighter programs. <br /> 46 ❑Their Five-Year plan includes continuing to fund their capital assets account to help <br /> 47 make future down payments on replacement apparatus and provide for the replacement <br /> 48 of assets such as radios, airpacks, and other equipment, continue to look for a Station <br /> 49 #3 site, replace a 1990 tanker truck in the FY2015 timeframe. <br /> 50 <br /> 51 <br /> 52 Eno Fire District$572,361 <br /> 53 ❑The tax rate for this district is recommended to increase from 5.99 cents to 7.99 (an <br /> 54 increase of 2.0 cents) for FY 2013-14. The increase is due to the requirements of the <br /> 55 new Orange County Fire Contract related to the department's responsibility of provided <br />
