2 <br /> 1 <br /> 2 Dr. Anthony Chow said Phase II began after the first of the year, and this phase <br /> 3 responded to needs that were identified, and worked on aligning community goals with <br /> 4 organizational goals. The process included: internal organizational workgroups, community <br /> 5 interviews, focus groups and surveys. The sampling size was about 800 (500 for the <br /> 6 community assessment and 300 for the strategic plan). <br /> 7 <br /> 8 Community Needs: <br /> 9 • Books and other printed and non-print materials <br /> 10 • Children's programming <br /> 11 • Information Technology access <br /> 12 • A place to meet and to be <br /> 13 • Education and self-enlightenment <br /> 14 <br /> 15 Strategic goals: <br /> 16 • Organizational excellence <br /> 17 • Technology literacy and access <br /> 18 • Resources and Programming <br /> 19 • Seamless Library Services <br /> 20 • Building Community Connections <br /> 21 <br /> 22 Data Analytics: <br /> 23 • Goals <br /> 24 • Performance Metrics <br /> 25 • Continuous Improvements <br /> 26 • Orange County Public Library Dashboard <br /> 27 <br /> 28 The library's primary strengths are its staff and existing high quality resources and <br /> 29 services, as well as strong county and community support. Its main opportunities for <br /> 30 improvement involve: continuing to work towards seamless library services with municipalities <br /> 31 such as Chapel Hill, increasing outreach and partnership activities with fellow city and county <br /> 32 agencies and other community organizations; continuing to offer relevant programming and <br /> 33 services; and seeking to reach out to underserved populations. <br /> 34 Based on the results of this study, the following six priority areas were recommended for <br /> 35 consideration as strategic goals and objectives for the Orange County Library system: <br /> 36 1) Develop a countywide seamless library services integration plan. <br /> 37 2) Identify a list of prioritized and aligned library and information services by library <br /> 38 demographic profile. <br /> 39 3) Develop a technology integration plan. <br /> 40 4) Develop a comprehensive marketing and outreach plan, emphasizing partnerships <br /> 41 and community collaboration. <br /> 42 5) Prioritize funding to strengthen its core suite of services. <br /> 43 6) Prioritize high quality organizational communication, training and culture. <br /> 44 <br /> 45 Dr. Anthony Chow said the last part of the process will be data analytics. This will be a <br /> 46 metric to measure success. He said that this involves identifying goals and performance <br /> 47 measures. He said that this will allow an establishment of the current situation and will allow for <br /> 48 continuous improvement. He showed an example of the Orange County Public Library <br />
