RESOLUTION CALLING ON CONGRESS TO FUND URGENTLY NEEDED SERVICES AND <br /> INFRASTRUCTURE REPAIR IN ORANGE COUNTY AND THROUGHOUT THE UNITED <br /> STATES BY BRINGING WAR DOLLARS HOME <br /> WHEREAS, the Iraq and Afghanistan wars have cost the nation over one trillion dollars, N.C. <br /> taxpayers $34 billion and Orange County taxpayers $480 million; and <br /> WHEREAS, 1.6 million residents of North Carolina live in poverty, with a poverty rate of 16.9 <br /> percent in Orange County; and <br /> WHEREAS, spending for the wars has diverted money from education, job growth, access to <br /> medical care, low cost housing, infrastructure repair, environmental protection, and other <br /> needs in Orange County and throughout North Carolina; and <br /> WHEREAS, since the nation, North Carolina, and Orange County have suffered layoffs, <br /> cutbacks in services, and delays in repairing and building infrastructure, it is time to reexamine <br /> our spending priorities; <br /> NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of Commissioners <br /> calls upon the United States Congress and President Barack Obama to bring our war dollars <br /> home and use the savings to meet vital human needs, promote education, rebuild our <br /> infrastructure, protect our environment, support job-creating businesses, and aid our municipal, <br /> county and state governments. <br /> This, the 18th day of June 2013. <br /> A motion was made by Commissioner Dorosin, seconded by Commissioner Rich to <br /> approve the Resolution Calling on Congress to Fund Urgently Needed Services and <br /> Infrastructure Repair in Orange County and Throughout the United States By Bringing War <br /> Dollars Home. <br /> VOTE: UNANIMOUS <br /> c. Resolution Opposing Potential Drug Testing for Public Assistance Recipients <br /> The Board will consider a Resolution Opposing Potential Drug Testing for Public <br /> Assistance Recipients, which is proposed in Senate Bill 594 before the 2013 North Carolina <br /> General Assembly and authorizing the Chair to sign. <br /> Commissioner Dorosin read the resolution: <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> Resolution Opposing Potential Drug Testing for Public Assistance Recipients <br /> WHEREAS, Senate Bill 594 has been introduced in the 2013 North Carolina General <br /> Assembly session, proposing drug testing requirements for recipients of public assistance and <br /> requiring families who apply for Work First to be screened at their own expense; and <br />
