Amendments to Article IV-Employee Benefits, Section 28 of the Orange <br /> County Personnel Ordinance <br /> The Board considered approving amendments to Article IV-Employee Benefits, Section <br /> 28 of the Orange County Personnel Ordinance. <br /> Nicole Clark, Orange County Human Resources Director, reviewed the following <br /> background information from the abstract: <br /> At the June 11, 2013 Board work session, staff presented Pay and Benefits <br /> Recommendations for Employees and Retirees. The FY 2013-2014 Manager's Recommended <br /> Budget includes an additional County match of up to $1,200 for supplemental retirement <br /> benefits for eligible employees. There was some discussion regarding whether or not the <br /> County match should be a flat dollar amount or a percentage of employee salary with a dollar <br /> cap. Only McDowell and Orange counties contribute a flat dollar amount towards employees' <br /> supplemental retirement benefits. Article IV, Section 28 of the Orange County Personnel <br /> Ordinance currently states that the County provides $27.50 per pay period to an authorized <br /> 457 or 401(k) Plan. The proposed Ordinance amendments state that the County will provide a <br /> contribution to an authorized 457 or 401(k) supplemental retirement plan as the Board of <br /> County Commissioners provides in the annual budget, and change any reference to the <br /> Personnel Department to the Human Resources Department <br /> Frank Clifton expressed appreciation, on behalf of the County employees, to the Board <br /> for these actions. <br /> Chair Jacobs said he hoped the same would be done for the health insurance. <br /> Commissioner Gordon asked if the county attorney wanted to modify how this should <br /> be stated. <br /> John Roberts said since the Board codified ordinances last year, general ordinances <br /> should be referred to by article, chapter and title, rather than by a title.
